The British guy referred to here is L.P. Hartley. The complete quote, from the prologue to his 1953 novel The Go-Between is: "The past in a foreign country; they do things differently there." The book's apparently about some guy finding the diary he kept one summer when he was a teenager. He reads it and reminisces. Or something.
