The stuff with Lucy--the Nulla Lucis--and Scratch--Zebulon, a.k.a. the Devil--that Jolene refers to here all took place during our 24th storyline, "A Long, Long Trail A-Winding." That's where Jo first really used the bactruma and the power of the Psychopomp...which is why her party dress from that installment appears around her whenever she takes the wand out, y'see.
